In my experience thighs are very individual. But for biceps usually the XL ankle cuffs worked out very well across many subs.

Doing so in the current times implies most likely a false piece of information in connection with the said incident and leads to blurry chaos on what actually happened in reality. Bare in mind that the investigations on this matter will take some time to produce a result.
