Emma Tammi says Mangle had upwards of 13 puppeteers in FNaF 2!

"There were parts that were basically robot-controlled, and then others that were stick puppeteered, and then we had wire rigs from our stunt people. It was a big collaboration."

Btw I think the reason why the Toy animatronics are so advanced compared to the classic ones, even though the pizzeria seems to be older, is because this was before Henry disappeared from the company due to y'know who's death.
