It's directly referenced from Entry 53 where Jay was sitting outside the doctor's office where Tim was inside having his appointment and came out to find Jay still there. He begins to speak which is continued in the fourth and final panel that shows Jay blushing nervously, averting his eyes, and hiding behind his camcorder. Tim says "Gotta say...
