Yup, that is a clear tell.
The Guardian reports that the U.S. plan incl several lines that were certainly drafted in RU before being translated. In EN they sound unnatural and out of place.
Example, 3rd point: “Russia is expected not to invade neighbouring countries, and NATO is expected not to expand further.”

Exactly the definition of a circular investment loop.

Quite interestingly, the small (but honest and full of integrity) team of Gamers Nexus has done a couple of deep dives in this recently that have resulted in them being blacklisted from these companies.
The biggest business in the world is selling chips to tech companies, using the revenue to invest in tech companies, using that investment to have those tech companies buy chips, which generates revenue and loan collateral to use to invest in tech companies, who buy more of the chips, and so on.

There is a condition in psychology called "preemptive projection."

It is a defense mechanism where a person attributes to others feelings, traits, or behaviors that they themselves possess but find unacceptable.

One reason why elite schools (Columbia, Brown, Cornell) caving to Trump’s illegal impoundment and extortion is so galling — a betrayal, really — is that they would have won had they fought. By giving up, they guaranteed every other school will have to fight harder.

Learning loss didn’t come from “lockdowns” or remote instruction.
It COMES FROM (still happening) illness.
Illness caused by COVID.
Illness that makes kids miss school and teachers miss teaching.
SICK DAYS. And the vascular damage that causes incapacity to think & retain.
This is still happening.
