Right leaning federal employees, though a distinct minority, will respond to the email and they will be retained. Left leaning folks will be confused and many will not respond. I think it's as simple as that.

Don't forget the contractors who support our federal workforce and are not federal employees such as cleaning crews, cafeteria workers, security guards and construction workers. Some of their contracts will be funded, but many won't. They make a lot less than feds and will never get back pay.
