The Nobel Peace Prize commission's official criteria focus on contribution to peace and its advancement, candidates' compassion and genuine commitment to that cause are inherently part of what is evaluated
As we know well, Donnie is void of compassion so I doubt seriously that he would be considered

The president can deploy federal troops to a city under certain legal statutes, and while some statutes impose time limits (such as 30 days for D.C. police control), others like the Insurrection Act grant broader power without a clearly defined time limit
