Happy to describe our system up here but I really can make sense of the USA one. A universal single insurance via the government (not a for profit insurer) works well.

I'm not sure about the US but I do think huge amounts of money is wasted through the private insurance process. Also up here there is no incentive to over treat or under treat. It's driven by clinical experts and the patient. No permission for an outsider required.

Each province (State) has administrative responsibility for the health system in the province. Typically a specialized administration runs hospital and payments to Drs, nurses and many other services. Patients don't pay anything because it's prepaid via taxes. This saves huge money and worry

No the governments don't run the hospitals or the Drs. Different countries do it different ways. Here in Canada all services are available to everyone everywhere. So if I lived on one side of the county and needed service anywhere my insurance covers it. There is no process of seeing what is covered

The USA system is terrible. There is nothing to recommend it. The world's developed countries have universal government health coverage and it works well. half the price and vastly better outcomes. Plus it supports the economy and nobody loses their job house or business because of an accident

Yes and...? Russia could great country but under under a dictatorship it is not a county, it is an ego. The ego has proven repeatedly it is also preditory so the if it is surrounded by other military USA or NATO or EU. It needs to be hemmed in. Portaing it as a victim is not credible.
