This does not seem at all like he is saying "the statement is correct but you shouldn't say it". It very much seems like Hasan thinks Kamala would have been as bad as Trump. Especially with him blaming Biden for local republican lawmakers passing anti-trans bills in the second part of the clip.

He genuinely is just saying:
The statement is incorrect.
