I think it was a well reasoned tool for minority rights at one time, but its abuse over the past 25-30 yrs has effectively amended the constitution and turned the senate into a minority rule institution.

Former controller here. The FAA has struggled every year since 1981 that I know of, and I believe the problem actually went back to the late 60s.

In my opinion, Russ Vought, Brendan Carr, and Patel are individually and collectively more dangerous than either Kennedy or Gabbard (although I grant you Gabbard would be 4th on my list).

Senators have been avoiding unpopular votes with a real vengeance over the past 20 or 25 years. Also been quite happy to cede their cmte power and decision-making authority to majority leaders who crave the centralization of power in their offices. I'm not sure how that ever come back.

Agree that Johnson will use time as his excuse, but he won't have 218 votes for a single bill. Maybe he should have a chat with Hal Rogers.
