Tanker was sailing under a false flag. So any country can seize it as per UN treaties that apply to maritime law in international waters.

It was sailing under a false flag. Flying a Guyana flag, their maritime administration said it wasn’t registered with them. It’s part of the Iranian shadow fleet, for what that matters.
