Every source I can find says that Mark Kelly had a final Navy rank of Captain, not the lower rank of Commander.
Is this Hesgeth making a petty mistake or did Kelly get his final promotion while seconded to NASA and Hesgeth considers that as invalid because NASA is not warfighters?
