The 552d Air Control Wing stationed at Tinker Air Force Base has had a Canadian Detachment for decades. If there is an E-3 flying from CONUS there is a great chance there is at least one RCAF member on board.

I have no idea why the author is trying to make this a big deal. It's clearly an offstation trip for training. They've been doing pattern work at airfields around Bangor. Happens all the time so that the flight crew can get exposure to airfields they don't use normally.

They've been operating out of Bangor for a few days. Looks like flight deck training at unfamiliar airfields. They were doing pattern work at Pease last night.
