house practice 33.2 allows the speaker to use a deputy, which can be a federal state or county judge or another member

but the house practice again says 'speaker shall'

and doesn't say nobody else can

current text in section 25 says 'previous to their taking their seats' but the wording is clearly an obligation on the speaker, not on anyone else

this is not my area and correct me if I'm wrong, but a plain reading of 2 USC 25 www.law.cornell.edu/uscode/text/... says that the speaker must do it but doesn't say only the speaker can. if the speaker refuses to do it, the speaker is in violation of section 25

At the first session of Congress after every general election of Representatives, the oath of office shall be administered by any Member of the House of Representatives to the Speaker; and by the Speaker to all the Members and Delegates present, and to the Clerk, previous to entering on any other business; and to the Members and Delegates who afterward appear, previous to their taking their seats.

not sure why anyone is waiting for one specific guy to do it

if he's busy I'm sure we can find a scotus judge, a federal judge, and a notary just to have all bases covered

agree, maintainer problems. onboarding maintainers + onboarding *as* a maintainer are both hard, are ultimately rewarding but not as immediately as building a new Thing, and we undervalue maintainers socially. (paradoxically, because maintenance is like the heroin of social value).
