this is not my area and correct me if I'm wrong, but a plain reading of 2 USC 25 www.law.cornell.edu/uscode/text/... says that the speaker must do it but doesn't say only the speaker can. if the speaker refuses to do it, the speaker is in violation of section 25

agree, maintainer problems. onboarding maintainers + onboarding *as* a maintainer are both hard, are ultimately rewarding but not as immediately as building a new Thing, and we undervalue maintainers socially. (paradoxically, because maintenance is like the heroin of social value).
