Doesn't matter! Any ambiguity in regard to constitutional powers will be interpreted by this Court to favor broad executive power. Under the Court's decision on immunity, Trump, acting as commander-in-chief, can commit war crimes and never be charged criminally. The only recourse is impeachment!
