The UK spends just 9% of the NHS budget on medicines. For most of Europe it's 14% - 20%.

This gap leaves the UK at risk of missing out on investment.

The government's offer would still mean the industry paying £13 billion back to government over 3 years - 3 times more than any other European country.

We could not accept that, but hope to continue discussions.
