Menge handled getting the art for these books per his comments, so I assume it holds true still given no new caption that this is intended to be a follower of the Dancing Maiden from the cut content.

If this translates well: the maps being published but not the content means it was likely cut very late in the schedule.

The online copies available for purchase (softcover reprint and pdf) do not include the original map pack as far as I can tell, which had maps like "Temple of Ghaunadaur", "Grotto of Silver and Shadow" and "Phalinksal" included along with the Menzoberranzan map. You must buy a used hardcover.

No, the content (campaign) in the book was cut, but they still published the City of Intrigue book with those maps for the missing content. This is what Menge is talking about when he discusses the "map pack". These books have maps in the back like this.

This is a pretty good summary of it, yes! Menge and James wanted it in and some of the maps from the cut content (Grotto of Silver and Shadow) are included in the maps of the original hardcover release of the book and not available online.
