A follow up OIA on the “sense of inclusion” KPI used in the Strong Public Media business case confirmed that inclusion was referenced, but no measurement framework, demographic scope, or monitoring approach was ever established.

However, it said it could not confirm this without undertaking substantial collation and research, and the request was refused on that basis.

International research shows ADHD is common in prisons (25–55%). NZ data shows young adults with ADHD are nearly five times more likely to be incarcerated than their peers.
