Terrifying. That’s the only word that comes to mind for me, as someone who lives in that part of country. Have they all just lost their minds? We need these public servants!

Here's the @statesnewsroom.com report. The reporter interprets the new memo as a list of frozen programs, but in light of OMB's latest statements, combined with the phasing of the cover note, I think that can't be right (perhaps the story will be updated).
