In fact my experience is academia doesn't really respond well to research that goes outside of traditional boundaries. For example, who reviews, what journals are targeted?

One big issue is you get researchers asking for more money in the research areas they already work in. Hence board system is self selecting and reinforcing of current research. As situations change research capacity needs to be build in new areas. Researcher club model doesn't lend itself to change

There is a difference between following policy and identifying research gaps that are costly to the nation or people. The MRC, for example, has no notion of strategy and identifying where research is lacking and investing in building capacity. (hence lack of action on LC/ME research.

When the MRC has no notion of identifying major research gaps and ensuring research grows in the area doesn't government have to step in and say these gaps are important for the future of the country? MRC for example refuses do anything about lack of LC/ME research with >1m people effected.

Passwords should never be stored you need to store a salted hash and unique salt for each password. Then hash salt + what is typed and compare hashes
