Exactly. My house was built in 1924 and had survived earthquakes before it burned to the ground last January. The problem wasn’t unacceptable fire risk. The problem was government and community failure to prepare for a KNOWN and MANAGEABLE risk.

I thought federalism referred to a system with two spheres of governance and powers - state and federal. Not to the makeup of who (or what) is voting in each of those spheres. But perhaps I’m missing something?
