👨‍🌾 Overall, the #MFF and #CAP budget are essential to turn contributions to societal sustainability objectives, such as climate mitigation and biodiversity, into business opportunities for farmers.
agoraagrar.bsky.social
✅ The performance framework should be strengthened by using result indicators tied to real-world impacts, such as carbon sequestered or emissions avoided – to assess how well NRP plans meet societal goals.
agoraagrar.bsky.social
✅ It is crucial to align agri & forestry interventions in the NRP with the #bioeconomy and #agriculture tools under the 🇪🇺 Competitiveness Fund and research funding under Horizon Europe. This way new bioeconomy value chains can offer farmers new income while supporting climate & biodiversity goals.
agoraagrar.bsky.social
✅ Co-financing rates can also become a lever - by requiring Member State co-financing for area-based and coupled income support, while offering higher EU co-financing for ambitious environmental and climate measures.
agoraagrar.bsky.social
✅ A sufficiently large minimum budget is needed for agri-environmental and #climate measures to reward farmers for the provision of valuable public services.
agoraagrar.bsky.social
✅ To incentivise Member States to apply such instruments, a gradual reduction of a maximum share for area-based and coupled income support over the budget period should be introduced.
agoraagrar.bsky.social
✅ Not obliging Member States to spend funds on area-based income support, would empower them to use these for more efficient and targeted instruments.

🛠️ The good news is: With small adjustments, the policy can be turned into a tool that drives #competitiveness, long-term #resilience and #sustainability, strengthening the sector and society as a whole:
agoraagrar.bsky.social
➡️ For the CAP, one thing is clear: the proposal does not exploit the opportunity to turn sustainability into a business case for #farmers. Its shrunk budget can still be very much tied to area-based income support with little societal value.

🛣️ This restructuring could pave the way for greater coherence and impact, provided the right implementation conditions are in place.

🤝 A standout feature is a new National and Regional Partnership (NRP) Plan. It brings together policy areas ranging from agriculture and environmental protection to rural development under one strategic umbrella.

📅 On Wednesday, the 🇪🇺 European Commission unveiled its proposal for the next Multiannual Financial Framework (MFF), with key legal documents published less than a day ago. Here is a first analysis of the potential environmental and socio-economic effects. (1/X) 🧵

Our conclusion: Focusing agricultural spending on contributions towards societal goals like emission cuts and biodiversity protection strengthens the CAP’s impact and legitimacy. This would be a win-win for both farmers and the broader society.

Why public money for public goods is a win-win for EU agriculture
What matters for the future of the EU’s common agricultural policy (CAP) is not how many pillars it has, but how it spends public money, write Nikolai Pushkarev and Cora Petrick.

✅ Arguments for area-based income support do not stand up to scrutiny. For example lack of data makes it difficult to target income support to those farmers who “need it most”.
EU food security is not at risk and hardly depends on the #CAP. 5/x

✅ This approach strengthens the long-term resilience and #competitiveness of #agriculture and other sectors – especially in times of climate risks and geopolitical uncertainty. 4/x

✅ Payments for the provision of public goods such as clean water, #biodiversity and #climate protection can serve as a future-oriented source of income for farmers. 3/x
