Developers do not have to build. If you cannot get return on your investment, you cannot get financing. if you cannot get financing, you can't pay for labor or the land. thus the building does not get constructed. We could give developers more subsidies, but i doubt that would assuade your concerns.

depends if the affordable housing requirement will pencil or not. Too high of a requirement and the developer won't be able to get funding and thus the building won't get built.
