Instead of asking "who should pay for someone's degree?", we should ask: Does it make sense for someone earning £55k to have a marginal tax rate of 51%? What will that do to savings, to productivity, to life prospects, to their chances of buying a home or having children or starting a business?

The problem for John Swinney is that the idea that political pressure would be applied to the health board to enable a good headline is entirely believable of a government which forced the fake launch of a ferry with painted on windows 7 years before it was actually ready, to enable a good headline.
