There has been a lot of lower court rulings that the admin has respected, so there's a chance the loss of legislative power to enshrine the illegal actions (recisions & such smaller efforts) could actually slow the chaos.

Seizing legislative blessings away isn't nothing, but yeah it's only as effective as Dems make it. If they use a lot of effort building public hearings & cases against minions - setting up for arrests & action following - it might start to crack the underlings who realize they're gonna outlive T.
