Shorten wins 2019, struggles to implement his still limited agenda before the bushfires where he somehow pulls of another Beaconsfield in terms of public PR, he gets the COVID bump like almost every other leader and wins convincingly in 2022, and does... nothing with it.

It's difficult to describe how few people in the APS can do anything in four minutes, let alone arrange an email response to a CEO from a DCEO about a controversial issue in four minutes.

SES believe that their only duty is to keep the Minister happy.

That's why the NDIA CEO can send this email and FOUR minutes later get an answer as to who the target is and how much NDIA funding they have -- because the Deputy SES was already tracking them down.

Obviously the SESB1 shouldn't have done that, and it's good she's no longer in the APS, but why it the NACC wasting its time on the SES equivalent of claiming a dodgy tax deduction or jaywalking.
