Hmm…actually (he says, bow down into the original text of the Lib of Congress succession modernization act🙃), there is straight up provision specifying any removal process at all, by anyone? Doesn’t say they can or can’t be; it is just literally not addressed. So I guess…Air Bud rules?

It’s one of those crossover things - the agency is legislative but the chief is appointed and Senate-confirmed, like how cabinet agency workers have/had civil service protections but their Secretary is a political appointee
