The real terms freeze was a "welcome step forward", according to Alcohol Change, but it added that it "expected bolder action" while also raising concerns about licensing reform, especially on alcohol delivery.

It is unclear what evidence the OBR has for no and low alcohol drinks substituting for alcoholic ones, with research into this still ongoing. It is possible that lo-no drinks instead cannibalise the sales of soft drinks.

"The quantity of alcohol products sold is forecast to sharply decline by 6.4% this year and remain broadly flat from 2027-28," says the OBR, citing a "trend of alcohol moderation", "substitution to no- and low-alcohol alternatives" and "higher prices".

The decision to keep duty level with inflation was also welcomed by the Alcohol Health Alliance UK, but it also maintained its call to increase it by 2% above inflation and to develop an alcohol strategy.

We welcome the Chancellor’s decision in today’s Autumn Budget to allow alcohol duty to keep pace with inflation.
However, there's still much more to do.

We will continue to call for:
1) An annual escalator of 2% + RPI
2)A national alcohol strategy

Though not the real-terms rise health campaigners hope for, the freeze has been welcomed as a break from duty cuts. "It is a clear signal that ministers aren't bowing to a barage of misinformation and aggressive lobbying," said Katherine Severi of the IAS.

The UK government has confirmed that alcohol duty rates will be increased in line with inflation, staying the same in real terms.

One could interpret this acknowledgment of the role of alcohol duty in reducing harm and the real terms freeze in duty as a indication that the government is satisftied with current levels of alcohol harm, high it is.
