Braddock's problem is the problem of a lot of liberals: he lives in a fantasy world in which the state doesn't exercise violence against *anyone*, at least anyone he cares about; when it does use violence against minorities he uncomfortably handwaves the victims as 'criminals' or 'dangerous.'
