You have a good point, and it leads to the crux (or maybe ONE crux of many?) of why we're in the shitstorm we're in:

When you follow the rules, you often end up moving really slowly. This is because the rules can suck (not *just* because of R's, lobbies, etc). We probably need to change the rules.

As someone who worked on (well, technically I was more of a cheerleader for the folks working on...) this project, there are very good reasons!

I think it boils down to: the tax code is insanely complex, and different states have different rules.
