In short, I found that while ‘lone wolf’ explanations – centred around heroic individuals that shoulder significant responsibility for accelerating climate action - might apply in more favourable contexts...

Through analysis of policy documents and elite/expert interviews with local climate policy actors in Blackpool, I found that the motives and strategies pursued by a group of policy actors significantly accelerated climate action by creating a high-quality climate action plan in a timely way.

The paper addresses a key question of my thesis, namely: how do ambitious climate policies take shape in local authorities operating in relatively unfavourable, resource-constrained contexts?
