They can register right now. Usually, you can't receive damages in a case without being registered. Always register within the first 3 months of publication so you can receive statutory damages in addition to actual damages.

NTSC monitors did some very specific blending. Using any sort of saturated red would smear so badly. You would have to use darker colors next to it to minimize the blur.
