There isn't a reform for masked unaccountable kidnappers sanctioned by the government other than abolishing it. ICE has to go, and so does qualified immunity so the regular police can be held accountable for their misdeeds as well.

Not only do we want ICE -and- DHS abolished, we want qualified immunity removed from -all- law enforcement so they can -all- be properly prosecuted for the crimes -they- commit against the citizens they are -supposed- to protect!

None of these measures matter until they find the stones to ENFORCE their rulings. They have to tell the bully "NO."

Congress could just revoke the AUMF and reclaim their power over war declarations if they really have a problem with this.
