Seriously? What a miserable neighbour to have. The scaffolding has only been up since October and he’s losing the huge sum of £3-4 per day which will reduce significantly anyway due to the onset of winter. And you think this is a news story?

Just unblock it yourself! It takes a stick or a garden fork to remove the debris. Loads of videos on YouTube of people doing similar. Just be careful on the upstream side when the water starts to flow.
