Ah...I think it is the Tombow something...they come in a set of two, one is more flexible than the other but I use both. They withstand and hold up to the inkwash!
To letter, I use a Fudenosaki (sp?) brush pen.

I use a brush pen to outline and actual ink/ink wash and a brush to shade, yes!
