I think he has 3 major things over her:
1. His healing/speed are AoE and passive. Only the Amp is equivalent to a hyper ring. But Lucio can choose to heal or speed with that.
2. His movement is probably the best in the entire game and it’s a passive. She has hers on cooldown.
3. Boop.
