The conspiracy theorist in me thinks that Clinton was impeached for the silliest reason ever in order to minimize the effect of impeachment.
The GOP could have impeached him for Ruby Ridge or Waco, but no. And his lack of removal was a sign of creeping authoritarianism to me.

"Impeachment" unfortunately isn't enough anymore. Clinton was impeached, but wasn't removed from office.
