I don't believe so. I believe it's a big political bluff lacking any means of actual enforcement, which relies on strong-arming the CEOs of Apple and Google with implied threats of revenge if they don't do as they're told.

Its easier said that done. What's the legal mechanism to ban the sale of a cell phone simply because it has an unapproved app preinstalled? The FCC has no jurisdiction over installed software apps. The FTC has no jurisdiction either. Any attempt to confiscate would be met with lawsuits

Nobody's going to stop using TikTok. They will browse to their mobile website and continue using it.
TikTok could even sell TikTok branded phones having a TikTok app preinstalled.
Much of TikTok's money also comes from users and advertisers outside of the USA.

TikTok's ad revenue has doubled in the last 2 years while YT's been mostly flat.
Even if they banned TikTok from app stores, they can retain them with progressive web apps that function similarly. Very easy to do on Android.

X never quit shadowbanning. I've sometimes scanned through replies to look at individual small time accounts not appearing spammy or botlike. Few on X have any views or replies unless they have paid for a blue checkmark.
