“the name the agency held until shortly after World War II” is very wrong. Only the Department of “the Army” was the Dept. of War. This would be renaming, not “going back” to a previous name. Not to mention it’s illegal to change it by EO but even if it wasn’t, DOD never had that name.

But there’s still no constitutional mechanism for filling vacancies in office of LG. Much like vice president of US, pre-25th amendment. If vacant, office just stays vacant. Only the power of “pres of Senate” passes to the pres pro tem, but not the title/office of LG.
