Not public. In recent years it has been between $7-15 million annually. Hard to measure because there aren't many requirements on how they identify or track what they do with it. Metro Finance doesn't seem to really ask that of them, or maybe any department (tho no dept gets slush funds like MNPD).

They retain it and use it for other things. They do not return it.

I didn't listen to YHF until maybe 2004. But it is a perfect album that came out in 2002 and it's close to my heart.
