When the last round of bids was ongoing, it was a straight decision between the F35 and the Grippen. The latter was planned to be assembled in Canada (IMP Aerospace in Nova Scotia) but they still chose the F35. Obviously, times have changed but the best decision (for Canada) was already missed imo.
