Why would officials expect tourism? They're doing everything in their power to make other countries distrust us, making cost of living here more expensive, and making a huge deal about throwing people out/in jail/killing citizens.
Losing tourism is part of that package.

I can't really speak for Adobe, but I don't know how else to get through to a corporation.
They wall things off so customers can't talk to them anyway. If cancelations aren't an option, real customers with real complaints tying up the phone lines seems like a way to get corporate eyes on it.

The canceled items were Dr. Slump volume 1-3, which I know has had availability issues in North America. But I ALSO know has been reprinted and available through the distributor during this time.

And yes, this was a real order and not a mistake. Crunchyroll inherited it from Right Stuf.
