This can only be a willful mischaracterization to skew perception. Most automatically renew and do not shop each year and may have missed the price jump. ACA grace periods for non-payment will push out impacts months for many who are struggling. Basic q's any exchange could have warned you about

Where is the documentation of how they determined and defined what is "critical"? Who did they consult, what outreach occured to ensure folks on the ground agreed? What analysis showed that food safety incidents will not rise, that fewer NOAA staff doesn't mean less accurate forecasting?
