A 24-year old tackled and put an unhoused man in a chokehold for 15 minutes on the subway Monday.
Jordan Neely, 30, was on the train begging for help. He was hungry. He got frustrated and threw his jacket on the ground. This prompted the 24yo to attack him. Neely was unarmed, a threat to no one.
