I don't think it's a *desirable* position to be in! Between people of good faith, negotiation and compromise are definitely preferable! But sometimes no compromise is possible, or people don't act in good faith, or both at once. Now more than ever we have to prepare ourselves for that failure state.

That's the limit of pacifism. If the stakes are too high for you to submit, and/or the opponent is unwilling to be pacified, then you must fight or you will die, and the opponent will step over your corpse to get what they wanted all along.

This is incoherent with your self-described pacifism. Annie's point is that symbols and ideas on their own can't overcome actual power ("the ability to compel obedience, often through violence or the threat of violence"). Symbols and ideas need power used alongside them to achieve meaningful change.

Amuro's in a very particular context in that shot, arguing against someone attempting ecocide. I think a far more analogous situation to IBO is the one in Zeta Gundam, when Amuro's inaction was b/c of despair and resignation, and actively fighting against the Titans was a good thing for him.
