Oh, and if you allow users to create online accounts / profiles, you need to cooperate with local mobile operators to be able to send SMSes with one-time registration / authentication codes. Which operators will definitely stop processing such SMSes if your company is "undesirable" or something.

...you need to cooperate with the local govt; set up a physical presence in the country. That means employees located there, who can be threatened with jail in case of any "informal requests".

(Having said that, it's unclear what should be their behavior. Choosing human rights over local regulation in case of conflict between them effectively means agreeing to leave every autocratic-governed market they serve, which is typically a bad decision both for users and for the tech giants)

From experience, the legal team finds it reasonable to comply with whatever requirement they face in the markets they consider they are present. Definitely with all formal requirements, but in case of serious threat to eg its local employees—also with informal ones.

Exceptions are extremely rare.
