Means you say Time behaviour is different in local and different in global?. Even basic physics to be questioned.

IMHO , absolute time definitely exists.Science may not have evolved or may not have apparatus or setup to calculate time without interference of Gravity/EM/Some other entities.

If you accept Time dilation and the calculation of light time years itself totally wrong. The light which travels from long can be impacted by powerful stars and planets and so it got delayed(due to time dilation). So the distance of those stars may be closer or further, based on Relativity

That is where problem starts, when you define second. To define second, you need some other unit like length or speed (which is dependent on other) . Einstein and his relativity confused people and made others to believe, time dilation is true. Relativity, the name itself says it is related to some

Ticks means it can be sec or min or hour(any valid unit), but point I want to highlight is time is measurable and it is irreversible and constant.

So till we don't have absolute clock to measure time without reference to light /length etc.

One problem is measuring time related to length is wrong. Without any action or movement time can and should ticks. Even without relationship to massage or action or movement time should / can ticks..

The time as entity will never get slower or faster. This to be discussed and debated. Only the object got slowed or the observer or reference will have illusion that the moving object is got slower or faster , but not the time.
