Yes he's most comfortable in chaos, but it's also true that the chaos is intentional. Federal agencies, civil servants, the actual apparatus of the state is paralyzed by the chaos, confusion, and uncertainty caused by EOs and the media circus, which allows Trump and his loyalists to act unilaterally
