Sounds like a threat. The House of Representatives and the Senate can pass resolutions to censure the President. We must tell the people and the world that this behavior is not acceptable...even though it would probably fail, the world would see that there is resistance.

Many Democratic led states have already legalized pot. If there's a conservative contingent that is pro-legalization, why not get a bipartisan group in congress to push a law making it universally so?
