I believe you are correct that they are part time drug couriers. We capture drug boats all the time here in El Salvador and the crews say they were hired to drive the boat so, they are obviously not gang or cartel members.

We capture drug boats all the time here in El Salvador. The crew on these boats consist of three men, and occasionally four. Of course the other men could have just been along for a joy ride.

The most distance someone could see a 6-foot person on a perfectly flat sea, on a clear day is 3 miles, if you even noticed them at all.
Are we to believe there were other cartel boats nearby capable of rescuing them? I think not.

Not important where it was ultimately headed. If it was a drug boat it could have easily been intercepted. Here in El Salvador we intercept them all the time and bring the boat, crew, and drugs to shore.
