Because they are sold in the US which does not have a VAT. Not Europe's concern or fault.

Not at all. The VAT applies to all cars sold in Europe, not just imported ones. In Germany buy a locally built VW, pay VAT. Buy an American built TESLA, pay VAT. Why is that an export subsidy?

Because they are not being sold in Europe. Goods sold in Europe get VAT. Exported goods do not. It applies only in the jurisdiction where it is levied.
